Table Width/Heights

I know that tables are as a common a discussion here as breathing, but I
can't remember ever seeing anything posted about this (not that it wasn't).

Anyway, I'm curious if anyone knows anything definitive about why Netscape
(several versions) interpret a height of 100% to mean beyond the bottom of
the window. Is it going by screen height or something?

Any links to related info on this would be appreciated as well.
